ANKARA – India and Turkey can have strategic partnership for making inroads into third countries for trading goods, projects and investments, said visiting Indian Commerce and Industry Minister Anand Sharma.

He further added that both countries have identified many new areas of cooperation such as contracting and consultancy, tourism, science and technology, energy, transportation and leather.

He also said that the Indian Government has taken a decision to form a Joint Study Group to comprehensively study various aspects of bilateral trade, both in goods and services, and investments and also to explore the possibility of entering into negotiations for a Free Trade Agreement between India and Turkey. Justice Ministry accuses HSYK of overstepping authority in harsh statement

The Justice Ministry posted a harsh statement on its Web site on Wednesday, accusing the Supreme Board of Judges and Prosecutors (HSYK) of attempting to overstep its authority during deliberations giving the board’s yearly appointment list its final form.

The statement came in response to a recent claim by some HSYK members that the ministry leaked information to the press about the course of deliberations over the appointment list.

“Some HSYK members violated the principle of confidentiality of an ongoing judicial case in İstanbul and enabled the board to reverse a decision regarding this case for the sake of law. However, the authority to reverse a decision for the sake of law belongs to the Justice Ministry in accordance with Article 309 of the Code on Criminal Procedure [CMK]. The HSYK has no constitutional authority or duty to reverse a decision,” noted the statement.

The Justice Ministry stated that the HSYK overstepped its authority with this move.

The Justice Ministry and the HSYK were in a stalemate for the past few weeks due to the latter’s desire to replace high-profile judges and prosecutors. Justice Minister Sadullah Ergin was strongly opposed to such a move, charging that it would deal a serious blow to investigations into illegal groups in the country.

The “1st Istanbul International Ballet Competition” was organized by Turkish Directorate General of State Opera and Ballet last year, within the framework of “Istanbul 2010 – European Capital of Culture” project.
Young ballet dancer Kadir Okurer won the “Istanbul Grand Prix Award” in last year’s competition.

ASHGABAT (A.A) – 02.09.2009 – Turkish State Minister for foreign trade Zafer Caglayan attended Wednesday the opening ceremony of a Turkish export products fair in Ashgabat together with Hojamuhammet Muhammedow, Turkmen deputy chairman of the Cabinet of Ministers for Trade, Commerce, Textiles, and Customs.Speaking at the opening ceremony, Caglayan said the Turkish export products fair was an important event amid effects of a global financial crisis.

“The trade volume between Turkey and Turkmenistan is far from reflecting the true potential of our respective countries,” Caglayan said.

Canada said Friday it welcomed an agreement between Turkey and Armenia to start internal political consultations to establish diplomatic relations and the development of bilateral relations.
“The normalization of Armenian-Turkish relations will not only benefit both nations and their citizens, but also enhance stability, security and development within their turbulent and vital neighbourhood,” Lawrence Cannon, the Canadian foreign minister, said in a statement on Friday.
The statement also recalled that Cannon recently met with Turkish Foreign Minister Ahmet Davutoglu in Istanbul, where he stressed the importance of dialogue between Turkey and Armenia.
Turkey and Armenia said earlier this week they had agreed on “starting internal political consultations” to establish diplomatic ties and develop bilateral relations, and submitting two related protocols to their respective parliaments for ratification within six weeks.

A diplomatic scandal emerged at Urumqi Airport as Chinese police harassed Turkish Minister who were on official visit in the country to mend ties

Turkish State Minister Zafer Caglayan, who has red, green and grey passport, was forced to comply the same procedures with other passengers at Urumqi Airport on the last day of his official visit to China.

Turkish PM Recep Tayyip Erdogan called killings “genocide” during the Chinese crackdown.

He said: “The incidents in China are, simply put, a genocide. There’s no point in interpreting this otherwise.”

Zafer Caglayan is in China as the special representative of Turkish Prime Minister Recep Tayyip Erdogan. He is the first Turkish minister visiting China after the killings of Uyghurs in East Turkistan. Turkish State Minister Zafer Caglayan, who met Wen on Erdogan’s behalf, extended an olive branch, according to China’s foreign ministry.

Senior AK Party official Dişli becomes adviser to Erdoğan

Şaban Dişli, a senior Justice and Development Party (AK Party) official who announced his resignation from his post in the party last year following corruption charges, has become an intra-party affairs adviser to Prime Minister Recep Tayyip Erdoğan, Today’s Zaman has learned.

Dişli’s appointment as an adviser to the prime minister has been interpreted as an attempt by Erdoğan to restore trust within the AK Party. Former AK Party Deputy Chairman Dişli announced his resignation following charges that he was involved in an illegal land deal with a printing house.

Corruption allegations concerning Dişli were first brought forward by main opposition Republican People’s Party (CHP) deputy Kemal Kılıçdaroğlu last year. Kılıçdaroğlu claimed that Dişli made an illegal deal with the Akademi Ofset printing house, demanding $1 million in exchange for helping the company buy a piece of land. Dişli first dismissed the claims, and then resigned from his position in the party.

Erdoğan is set to announce a major intra-party reshuffle next October. However, the prime minister chose not to wait until then to appoint Dişli as his new intra-party affairs adviser. Dişli, who is also a Dutch citizen, can speak English, French and Dutch. He was among the AK Party’s senior founders.

Ergenekon used journalists as intelligence agents, indictment reveals
Ergenekon, a shadowy crime network with alleged links within the state that is suspected of plotting to topple the government, used journalists as its intelligence agents to keep track of certain people, according to the third indictment in the case.

Documents included in the evidence files of the third Ergenekon indictment show that an Ergenekon suspect, Ünal İnanç, worked as an intelligence agent along with several journalists and kept records about certain members of the military as well as civilians.

İnanç was also the manager of the Security and Judiciary Correspondents Association and the Social and Strategic Research Center. The relevant document includes references to some military members as being “very loyal,” “from the Kayseri team” and “with İvna’s reference.”

Earlier, it had been revealed that İnanç provided an İstanbul mayoral candidate in the March 29 local elections, Kemal Kılıçdaroğlu, with documents about Ankara Mayor Melih Gökçek.

The documents, seized during raids of İnanç’s home and office, increase suspicion that he served as the archivist of Ergenekon.

CHP removes democratization report from Web site, agenda

The main opposition Republican People’s Party (CHP) recently removed a democratization and human rights report created in 1999 from its Web site, observers have noticed

The CHP’s democratization report, which has been on the party’s Web site since the day the site went live, includes the stipulation that Turkey needs a new and more democratic constitution to replace the 1982 Constitution, usually regarded to be a remnant of the Sept. 12, 1980, coup d’etat.

The report also included initiatives including a proposal to open the decisions of the Supreme Board of Judges and Prosecutors (HSYK) and the Supreme Military Council (YAŞ) to judicial review. These agencies decide the promotions and dismissals of judiciary and military members, respectively. Their decisions are not subject to judicial appeal. Despite seeing the mechanism under which they function as an obstacle to democratization, the CHP has objected to recent structural changes to both agencies offered by the Justice and Development Party (AK Party). Last year, the party criticized YAŞ promotions and dismissals on the grounds that not a single military officer was sacked for “anti-secular” actions.

The report, which was silently removed from the party’s Web site, was the product of CHP leader Deniz Baykal’s “The Anatolian Left” idea. This idea proved so appealing to voters that the CHP, which had previously been unable to garner enough votes to surpass the barrier for parliamentary representation, received 19.4 percent of the vote in 2002, becoming the country’s main opposition party. Since then, the CHP has slowly taken steps back from the reforms it proposed in the report and has been mostly resistant to the AK Party government’s attempts at various reform projects. Observers believe the CHP, which ended up in a position completely at odds with its earlier discourse from the years when the AK Party was not yet in power, found no solution but to remove the reports from its Web site.

An earlier report pressing for judicial reform, a 1998 report on civil society organizations and another on the organization of contemporary political parties, dating back to 2000, were also removed from the party’s Web site. However, the party’s 1999 report on the Kurdish question was included in the Web site’s new, pared-down reports section.

The CHP’s Democratization and Human Rights Report, now shelved away, says of the 1982 Constitution: “[This is] a Constitution which is the result of a military administration mentality and the circumstances of the Sept. 12 period; one that is not on the side of the individual but on the side of the state; not on the side of freedoms but of authority and is still in force. Countless earlier suggestions and initiatives for constitutional change have failed to achieve the desired end. The legislation that exists under this Constitution naturally reflects the philosophy of this Constitution. In discussions regarding the problem of the Constitution, the CHP has always favored drafting a new Constitution, but also has never avoided supporting or contributing to every change that might be made to the current Constitution that might accelerate democratization to a certain extent, even if that change might not fundamentally solve the problem.”

The same report also calls for inspection and review of HSYK and YAŞ rulings. Criticizing two constitutional articles that grant HSYK and YAŞ rulings immunity from further judicial review or appeal, the report says: “These exceptions are obviously of a quality that limits the freedom to fully exercise rights. In order to fully realize the principle of the rule of law, such exceptions should be removed, and all executive processes and activities should be subject to judicial review.”

In stark contrast with the report, the CHP’s parliamentary group deputy chairman Kemal Kılıçdaroğlu had criticized last year’s YAŞ convention because the council did not dismiss any officer for anti-secular activities. Kılıçdaroğlu had said: “It is interesting, given the size of the military, that not a single file on anti-secular activities even made it to YAŞ. I feel that there is a rather cordial relationship between the General Staff and the government.”

Turkish State Minister Zafer Caglayan said Wednesday Turkmenistan is the country offering most projects to Turkish contractors in the world.

Speaking at a meeting with the representatives of Turkish companies operating in Turkmenistan, Caglayan said that business volume with Turkmenistan is expected to reach 2.5 billion USD by the end of 2009.

“Up until now, business volume of Turkish companies has reached 17.5 billion USD in Turkmenistan,” Caglayan said.

Stressing that the Avaza Free Tourism Region on the shore of the Caspian Sea is highly important, Caglayan said that serious investments could take place in this region.

Caglayan will attend the inauguration of the “Turkish Export Products Fair” in Ashkabad later today.

After three years of intensive study and extensive talks with various parties, including the European Union, the government has finally given the go-ahead to what many see as comprehensive judicial reform to raise the EU-candidate country’s standards in compliance with EU membership criteria, a top justice official said yesterday.
